摘要
本文探讨了湖北省"十三五"、"十四五"期间消纳西南水电的策略。基于湖北电力工业情况及负荷预测结果,分析得出湖北电源建设的空间。结合能源供应形势,论证了湖北"十三五"、"十四五"期间消纳区外电力的必要性。基于西南水电开发时序及送电方向情况,得出可供湖北消纳的西南水电规模。最后从消纳西南水电的高效性、经济性及安全性角度出发,分析得出"十三五"湖北可合理消纳四川季节性水电,降低用电成本;"十四五"宜消纳白鹤滩水电。该研究成果有助于增强湖北电网规划的主动性和适应性。
The strategy of southwest hydropower accommodation in Hubei province during thefive-year plan for 2016 to 2020 and 2021 to 2025 is presented in this paper. Based on the electricpower industry status and the load forecast, the demand of power supply is analyzed. With the con-ditions of the energy supply, necessity of accommodating outside electric power could be proved.And then the capability of southwest hydropower accommodating in Hubei is analyzed according tothe planning schedule and accommodating area of the southwest hydropower. Finally, consideringthe efficiency, economy and security of southwest hydropower accommodation, it can be concludedthat seasonal hydropower from Sichuan could be accommodated reasonably in Hubei during thefive-year plan for 2016 to 2020, and Baihetan hydropower in lower reach of Jinsha River is suit-able accommodated in Hubei during the next five-year plan for 2021 to 2025. The results can im-prove the initiative and adaptability of the power system planning in Hubei.
