摘要
目前,湿地保护项目的实施主体主要是政府,资金来源绝大部分为财政拨款,文章以丹江湿地树苗种植项目为例,介绍了现有补贴方案的运作模式,并对其进行完善,通过数学建模、分析、优化,以期实现政府财政资金使用效率最高、树苗成活率最高、农民收益最大化等目标,最终实现生态效益、经济效益和社会效益的多方共赢局面。
At present, the main body of the implementation of the wetland protection project is the government, and the vast majority of funding sources are financial allocations. Based on Danjiangkou wetland tree planting project, this paper introduces the operation pattern of the existing subsidy scheme and improves the scheme. Through mathematical modeling, analysis, optimization, it is aimed to achieve the highest efficiency of the use of government funds, the highest survival rate of seedlings, and the maximum profit of farmers. Finally a winwin situation of ecological benefit, economic benefit and social benefit is realized.
