摘要 2015年7月27日李克强总理在国家科技战略座谈会上说,本届政府常务会议题21次与科技创新相关。科技创新成败很大程度上决定我国发展战略成败。历史上我们曾几次与科技革命失之交臂,现在必须要把科技创新摆在国家发展全局的核心位置,重塑我国发展竞争新优势。而在创新体系过程中,专利保护是最为重要的一环,且专利保护越来越受到人们重视,重视的背后是专利创造的经济效益在推动。作为更能体现创新能力和实现经济效益的发明专利的价值,一直在为学者们所探讨。但中国的专利市场正处于一个发展阶段,还未成熟,所以发明专利价值的评估也没有一个成熟的方法可以借鉴。本文将分别从经济学、会计学、专利法、资产评估学等领域全方位的研究影响发明专利价值的因素,运用模糊数学原理,提供一种评估发明专利价值新方法。 "There are 21 items of the government's executive meeting that associated with science and technology innovation." premier Li Keqiang said in a national strategy of science and technology symposium on July 27, 2015. The success or failure of science and technology Innovation largely determined the success or failure of china's development strategy. We have missed the technological revolution for several times in the history, and now we have to put the scientific and technological innovation in the core of national development to reshape the new competitive advantage of China's development. However, patent protection is the most important part in the process of innovation system, and more and more people pay attention to patent protection because of the driving by economic benefits created by the patent. As the value of a patent for invention which can show more innovation abilities and achieve more economic benefits, it has been discussed by scholars continuously. But China's patent markets has not yet mature and it is being at a stage of development, so there is no mature method can draw upon which can evaluate the value of invention patent. This paper will separately from the economics, accounting,patent law, assets appraisal and other fields to carry out omnibearing researches on the factors which influence on the value of a patent for invention, using the principle of fuzzy mathematics, and provide a new method of evaluating value of a patent for invention.
