摘要
联合国教科文组织国际教育规划研究所于2014年发起"高等教育内部质量保障的优秀原则和创新实践"项目,并在全球范围内推荐8所高校入选内部质量保障优秀案例。概述了8所高校内部质量保障体系的框架与措施,分析总结了内部质量保障体系建设的经验和原则:高等学校是质量保障的责任主体;高校内部质量保障体系是全过程管理、利益相关方全员参与的闭环系统,该系统通过一系列有效的工具和措施实现教学质量、就业质量和管理质量的提升,目的重在形塑优良的质量文化;内部质量保障应深入院系、专业层面,增强质量保障的针对性和实效性,此外,内部质量保障与外部质量保障应有机结合。
UNESCO/IIEP launched the project of "Exploring Good and Innovative Options in Internal Quality Assurance in Higher Education" in 2014, selecting 8 universities around the world as the good practices in Internal Quality Assurance. This article introduces the framework and instruments of IQA system in those 8 universities and summaries the experiences and principles: HEIs should be primarily responsible for quality enhancement; IQA system should be whole close loop process management with stakeholders involvement; it is important to build a quality culture centered on excellence within IQA system; instruments should be developed and faculties should be engaged proactively to promote the effectiveness of IQA system; IQA needs to be supported by EQA.
