摘要
党的十八届五中全会将创新发展列为五大发展理念之首,强调以创新作为发展基点。如何通过专利服务为推进产业突破性创新提供知识和智力支持是本研究的核心问题。首先,针对当前研究中突破性创新概念难以定量识别的理论难题,结合专利数据及其分析方法的特征,由浅及深地将突破性创新的外延界定为原始型创新、跃迁型创新、跨界型创新。接下来,将专利服务导航产业突破性创新的机制剖析为运作机制、组织体系、制度保障3个方面。最后,基于专利挖掘技术,在运作机制中设计了导航的工作流程,通过分析利益相关人,设计了导航的组织体系及各主体应采取的保障措施。
Innovation and development are suggested as the top of five development ideas in 5th Plenary Session of the 18th CPC Central Committee, which emphases innovation as the basis for development. The study paid much attention to providing knowledge and intelligence support by patent services to industry radical innovations. First, against to theoretical issues of identifying radical innovation quantitatively, radical innovations are divided into three classes： original, trans-boundary and transition innovations acconding to characteristics of patents and analysis method. And then, navigation mechanism of radical innovations by patent service is constructed from operation mechanism, organization system and system guarantee. Finally, patent service process is proposed in operation mechanism based on patent mining. By analyzing stakeholders, organization system clarifies the mechanism＇s participants and system guarantee puts forward with security measures for each participant correspondingly.
