摘要
文章在大数据背景下,深入研究专利运用创新模式,并对现阶段中国专利运营的发展情况以及不足之处进行了分析,研究结论表明,中国专利运营机构类型较多,数量增加迅速,以科研院所、企业、专利服务及交易平台为主体构成了中国专利运营体系;专利许可是可预期现金流重要途径,中国专利许可占专利运营活动比重较低,大多数专利未真正投入使用,发展空间还很大。同时,文章提出基于大数据的专利运营创新模式,包括专利技术开发运营创新模式、以运营机构为桥梁依托高校研发团队开展的专利运营模式、综合性政府主导的专利运营模式、基于大数据的贸易化运营模式。最后,提出大数据背景下提升专利运营模式的策略,包括加强运营管理能力、提高公共专利数据平台利用能力、加快推动公共数据的开放与共享。
Based on the background of big data,this paper studies the innovation mode of patent operation.By analyzing the cur-rent situation and shortcomings of patent operation in China,it shows that there are many types of patent operation institutions in China,and the number of them increases rapidly.The patent operation system is mainly composed of scientific research institutes,enterprises,patent service and trading platforms.Patent licensing is an important way of predictable cash flow.The proportion of profit licensing in patent operation activities is relatively low,most of the patents are not really put into use,and there is still a lot of room for development.Put forward the patent operation innovation mode based on big data,including the comprehensive government led patent operation mode;the patent technology development operation innovation mode;the patent operation mode based on the operation organization as the bridge,relying on the university research and development team;the trade operation mode based on big data.Finally,the paper puts forward strategies to improve patent operation mode under the background of big data,including strengthening operation management ability,improving the utilization ability of public patent data platform,and accelerating the opening and sharing of public data.
