摘要
随着我国债券市场各种基础设施和制度建设的完善,债券市场的重要性日渐彰显。但诸如市场割裂、监管当局政出多门、信用体系不健全等体制性问题依然突出,债券市场的改革方向应该坚持以市场为导向,减少行政管制、鼓励创新,尽早实现场内、场外市场的互联互通,扩大市场主体参与范围,提高信用评级机构的执业能力,并建立现代化的监管体系。
With the improvement of the bond market, the importance of the bond market is becoming more andmore important. But some institutional questions such as fragmented market, regulatory authorities policies setting bydifferent departments, imperfect credit system are still outstanding, the direction of reform of the bond market shouldadhere to market- oriented, reduce administrative control, encourage innovation, as soon as possible to make the interconnectionof stock exchange market and OTC market, as well as expand the market main body scope of participation,improve the practice ability of credit rating agencies, and establish a modern regulatory system.
