摘要
高校内部治理是高等教育综合改革的基础和关键。瑞典哥德堡大学运用亨利·明茨伯格的员工技能标准化、工作流程标准化和工作输出标准化3大原则,对内部治理结构进行了大刀阔斧的改革,剥离行政和决策机构,建立"新合议机构"进行学术管理,促进了内部决策结构的合理化和专业化。这些经验对我国构建高校内部治理结构、落实高校治理主体地位、促进高校决策结果科学化以及加强学术组织建设等方面具有借鉴意义。
Internal governance of university is the basis and core of the comprehensive reform of higher education. Using the three organizational principles of Henry Mintzberg, standardization of staff skills, standardization of work processes and standardization of outputs, Goteborg University has taken huge reform on the internal governance of the university, separating the administrative agencies from decision-making agencies, establishing a “new collegialism” for academic management,to promote more rationalization and specialization of internal decision-making structure. These experiences have significant meaning for our university to construct the internal governance structure and strength the main body position, make decisions more scientific and accelerate the construction of academic organizations.
