劳动力市场的部门分割与体制内就业优势研究 被引量:41

Labour Market Sector Segmentation and the Advantage of Employment In-System

摘要 中国劳动力市场存在着严重的分割现象,其中体制内和体制外两个部门间的劳动力市场分割是其重要组成部分。文章利用中国健康与营养调查(CHNS)数据,使用明瑟收益方程估算了不同部门各变量的回归系数,Oaxaca-Blinder分解结果也表明,在体制内与体制外部门间存在着较为严重的劳动力市场分割。劳动力市场部门分割使体制内就业相对于体制外表现出两个优势:一是体制内就业可以使同等素质的劳动力获得更高的收入;二是体制内就业有更加稳定的收入上升空间,而体制外劳动者需要承受较大的收入波动风险。文章认为,消除劳动力市场的部门分割有助于实现社会公平。 There exists seriously segmented market in China's labour market,and the segmentation between the in-system and out-system units is one of the important forms.This paper estimates the regression coefficients of the variables in different sectors by the Mincer earnings equation based on the CHNS,and on this basis shows that there are more serious labour market segmentation between the sectors of within the system and outside the system by Oaxaca-Blinder decomposition.The employment within the system appears to have two advantages because of labour market segmentation between the different sectors:one is that workers with similar quality can get higher income within the system;the other is that workers employed in the system have more stable income rising room,and workers out of system have to bear a greater risk of income volatility.Therefore,we should eliminate labor market segmentation between in-system and out-system units to realise the social equality.
