文中对规范性文件附带审查的要点进行分析,对完善法院附带审查规范性文件提出建议,并对行政机关如何加强规范性文件管理工作提出自己的看法,以期强化司法审查的监督功能,更好地约束和规范行政机关依法行政。
The paper probes into the key points for the supplementary review of regulatory instruments, provides suggestions for courts on improving the review, and presents views for administrative organs on enhancing the management of regulatory instruments, aiming at strengthening the supervision function of judicial review and regulating the rule of law by administrative organs.
