摘要
日本首相官邸主导政治是日本议会内阁制改革的一环,日本议会内阁制从"55年体制"的"共识型",向冷战后的"简单多数决定型"转变。日本通过改革选举制度和内阁制度,完成这个转变。安倍上台后,推行首相官邸主导政治,通过考察日本解禁集体自卫权的安保法案制定过程,可以管窥日本"简单多数决定型"议会内阁制和日本首相官邸主导政治的实质。安倍政权在制定安保法案受到自民党内势力制约,也受到执政联盟伙伴公明党的制约。安倍政权制定安保法案过程中,压制自民党内反对势力,也牵制公明党。安倍顺利通过安保法案有制度原因,也有日本社会全体保守化等社会原因。
The politics dominated by the official residence of Japanese prime minister is a ring linked to the revolution of Japanese parliamentary government. Japanese parliamentary government transformed from the ＂synchronic type＂ of the ＂55-year system＂ to the ＂simple majority decided type＂ after the cold war. Japanese government worked out the transformation by reforming the electoral and cabinet system. After Abe go up onto the platform, he pushed the politics dominated by the official residence of Japanese prime minister. Through observing the making process of Security Act about the lifting ban of the collective self-defense right, Abe can see the essence of Japanese parliamentary government with the ＂simple majority decided type＂ and the politics dominated by the official residence of Japanese prime minister. Abe regime was restricted by liberal democratic party and Komeito party-the partner of governing coalition, when the Abe regime made the Security Act. While the Abe regime was making the Security Act, it also restrict the counterforce from the liberal democratic party and the Komeito party. The success of the pass of the Security Act, has the system reason but also the social factors of the whole Japanese social conservatism and so on.
