摘要
近年来雾霾天气频发,不仅反映了以环境破坏为代价的经济发展方式难以为继,也暴露出我国生态文明建设的不足。因此,必须树立合理的生态文明建设理念,协同构建绿色经济发展方式。本文从主体意识层面——经济主体的生态文明意识薄弱、经济结构层面——规模扩张型经济发展方式效率低下、生产领域层面——传统型工业化背景下工业废气污染严重以及考核制度层面——绩效考核制度不完善四个方面分析得出:生态文明建设缺失是导致雾霾天气频发的根本性原因。进而提出雾霾天气治理的生态文明建设路径:组织全民参与生态文明建设;实现经济发展方式由"粗放发展"到"集约发展"转变;坚持走新型工业化道路;推动产业升级以及完善生态文明建设考核制度。
In recent years, there has been a frequent occurrence of haze. It not only reflects that it is necessary to change the economic development mode which is at the expense of environment disruption, but also reveals the deficiency of ecological civilization construction in China. Therefore, reasonable ideas of ecological civilization construction should be established, together with building of green economic development mode. This paper finds out the root cause of the frequent occurrence of haze is the lack of ecological civilization construction from the perspectives of subject consciousness, economic structure, production field and evaluation system, and then makes path choices of ecological civilization construction to control haze, including organizing all-people participation in the construction, realizing the change of economic development mode from rough to intensive development pattern, persisting new industrialization road to improve industrial upgrading and perfecting the evaluation system of ecological civilization construction.
