原油市场的供求情况、原油的开采成本、集采比以及国际政治因素和国际原油巨头的举动,是影响国际原油价格的主要因素。国际原油价格的波动,会对居民消费结构、企业经营成本、对外贸易产生不利影响,并可能带来输入型通货膨胀。从美国、日本和德国等发达国家应对国际原油价格波动、降低对国际原油市场依赖的做法来看,扩大原油进口来源地、建立原油储备、大力发展新能源、制定严格的法律政策推进节能是比较通用的做法。在我国经济进入发展新常态,石油对外依存度居高不下的情况下,要通过加快经济发展方式转变和产业结构调整、建立更加市场化的能源价格体系、放开能源市场引入竞争机制、推进能源多元化增强安全保障、加快推进原油期货市场建设,积极应对国际原油价格波动带来的影响。
The supply and demand situation of crude oil market, the production cost, central purchasing ration, international political factors and behaviors of international crude oil magnates are the major impact factors on international crude oil price. The fluctuation in international crude oil price will bring adverse effect to resident consumption structure, enterprise operating cost and foreign trade, and it would result in input-based inflation. From the countermeasure of US, Japan and Germany to price fluctuation of international crude oil and reduce the reliance on international crude oil market, the expansion of crude oil import resources, establish crude oil storage, striving to develop new energy and regulating strict laws and policy to promote energy saving were general practice. Under the situation of China entering the New Normal and the oil foreign trade dependence staying at a high level, we must accelerate the economic development mode transformation and industrial structure adjustment, establish highly market-oriented energy price system, open energy market to introduce competition system, push energy diversification to enforce security assurance, accelerate the construction of crude oil future market, and positively cope with the impact of price fluctuation in international crude oil.
