摘要
本文以罗霄山区湖南特困片区为例,重点分析了可持续金融扶贫模式的分类、差异和适用范围。通过研究财政扶贫资金、信贷扶贫资金、社会帮扶扶贫资金的主次关系,认为合理的扶贫模式应为:以部分财政资金、社会帮扶资金进行直接救济式金融扶贫为辅;以剩余财政资金、社会帮扶资金注入到信贷资金进行可持续金融扶贫为主。
This paper takes the exceedingly indigent area, the Luo Xiao Mountain District in Hunan as an exam- ple and mainly analyzes the classification, differences and application scope of the sustainable finance poverty-allevia- tion pattern. Through analyzing the primary and secondary relations of the financial poverty-alleviation funds, credit poverty-alleviation funds and social relief poverty-alleviation funds, we believe that a reasonable poverty-alleviation patter should be aided by the direct relief formula of financial poverty alleviation with part of the finance funds, social relief funds, and its main efforts should be put into injecting the rest of finance funds and social relief fund into credit funds to conduct the sustainable finance poverty alleviation.
