摘要
碳排放权交易是少数能够有效解决经济发展与节能减排问题的新兴方式。而作为碳排放权的重要载体,碳交易市场有着巨大的发展空间。我国由于技术理念、配套制度和金融工具等方面的限制,迟迟未能建立起统一的全国碳交易市场。本文将在梳理我国碳交易市场建设现状的基础上,分析全国碳交易市场建设的优势、机遇、劣势与挑战,进而从政策保障、经济支持、监管机制等方面探析我国碳交易市场建设的方法和路径,为相关部门提供具有针对性的政策建议。
Carbon emissions trading is one of the few way which can effectively solve the problem of economic development and energy conservation and emissions reduction emerging. And as the important carrier of carbon emissions, carbon trading market has huge space for development. Due to a technical concept, form a complete set of system in our country and the limitation of financial instruments, etc, has failed to establish a unified national carbon trading market. This paper in combing the current situation of the construction of carbon trading market in China, analyzes the construction path of the carbon trading market from the policy support, financial support, supervision mechanism and so on, based on the analysis on the advantages, opportunities, weaknesses and challenges of the national carbon trading market construction, to provide the corresponding policy suggestions in China.
