摘要
汉代甲渠候官颇具严密性的后勤管理,是汉帝国军事经济制度、财政制度在边郡地区得以贯彻和执行的高度体现。在戍卒衣装、戍吏俸禄、盐粮等供应方面,甲渠候官的物资消耗数额庞大。每年甲渠候官须定期制作带有预算性质的各种簿籍文书,上呈居延都尉府申请拨付钱粮等各种物资,以满足机构运转的需要。在钱、粮、食盐等物资的领取、输送、储存和分配诸环节,甲渠候官依据严格的规定,管理和使用各种物资,并接受居延都尉府的严密监督,候官自身没有独立的财政权。以财政、经济等有力的手段,汉政府实现了对甲渠候官等军事机构日常运转的有效管控,进而实现了对边郡地区卓有成效的管理和统治。
The logistics management of jiaqu houguan in Han Dynasty,following strict rules,effectively reflected the implementation of the military economic system and the financial system of the empire in the border areas.Meanwhile,jiaqu houguan consumed great amounts of materials for the payment of shuli＇s salary,the supply of shuzu＇s uniform,the provision of salt and grain and so on.In order to keep itself in good order,every year jiaqu houguan made all kinds of budget documents and then submitted them to juyan duweifu to apply for appropriating goods and materials.However,it had no independent financial power,and subjected itself to juyan duweifu＇s strict supervision,managing and using various materials under the strict rules in terms of receiving,transporting,storing and distributing materials such as money,food and salt.With strong financial,economic and other means,Han Dynasty realized the effective control of daily operation of jiaqu houguan and other military institutions,and further achieved powerful management and rule in border areas.
