摘要 德国双元制职业教育的本质是学徒制,学徒与培训企业之间的矛盾是该制度的基本矛盾。交易者惠顾关系、第三方收集传播信息和劳资双方协商机制三种私人治理机制作为正式法律系统的互补制度协同发挥作用,促进了德国双元制职业教育的健康运行。结合我国当前发展实际,进一步强化政府统筹协调、加快建立国家资格框架和进一步发挥行业协会和工会协商主体的作用等是当前促进我国企业主体职业教育发展的关键举措。 The dual system vocational education in Germany is the essence of apprenticeship, of which the contradiction between the apprentice and the training of enterprise is the basic contradiction. The dual system vocational education in Germany is promoted by the mutual promotion of the business relations, the third party collecting and disseminating information, the negotiation mechanism of labor and capital, and the formal legal system. To further strengthen the government' s overall coordination, accelerate the establishment of National Qualifications Framework and further play the role of industry associations and trade unions are its reference to China to promote the development of vocational education subjected by enterprises.
