摘要
目前,辽宁省正处于新型城镇化建设的快速发展阶段,"存量债务的化解"和"建设资金的来源"是这个阶段发展的关键问题。在新型城镇化建设过程中,PPP模式在筹集项目所需的资金、提升公共服务的供给质量和降低项目整体投资风险等方面具有非常显著的优势。辽宁省在积极、有序、稳步地发展PPP模式助推新型城镇化建设的过程中,取得了一定成绩,但也存在着一些问题。为此,辽宁省在PPP项目发展的过程中,应采取的举措是:逐步完善与PPP项目有关的法律法规体系,成立专门的省级PPP工作机构,创新PPP项目的融资模式和渠道,加快人才队伍培养等,以此助推新型城镇化建设。
At present,Liaoning province is at the stage of rapid development of the new urbanization construction,during which time＂the resolution of debt stock＂and＂the source of construction funds＂are the key problems of development.PPP model has a very significant advantage in some aspects such as raising funds for the project,improving the quality of public service supply and reducing the risk of project investment in the process of the construction of new urbanization.Liaoning province has made some achievements in the process of promoting the construction of new urbanization by the development of PPP model,but there are still some problems.Therefore,Liaoning province should promote the construction of new urbanization by improving the legal system of PPP project,setting up specialized provincial PPP organization,innovating the financing models and channels of PPP project and accelerating the training of talent team in the process of the development of PPP project.
