摘要
本文以环渤海44市为研究对象,运用脱钩模型与耦合协调度模型,分析2002~2013年环渤海地区人力资源与经济发展互动关系,探讨其时空演变特征。研究表明,11年间环渤海地区经济增长速度逐步放缓,人力资源开发力度不断加强,两者脱钩关系呈现出衰退脱钩→强脱钩→弱负脱钩→强负脱钩的演变规律。空间格局上,区域内部差异较大,京津两市经济发展与人力资源开发相对协调,区域外围两者脱钩程度较大,以强脱钩、强负脱钩为主;环渤海地区人力资源开发与经济发展的耦合度在空间分布以拮抗性耦合为主,磨合性耦合为辅,高水平耦合城市较少,从时序变化来看,耦合度和协调度变化趋势基本趋同,总体呈现出稳步上升态势,人力资源与经济发展两系统间协同效应逐步显现。
With the 44 cities in Bohai-Rim area is taken as research objects, the comprehensive evaluation index systems for the regional human resource exploitation and economy development are constructed re- spectively. Using decoupling model and coupling coordination degree model, the development indexes of the human resource exploitation and economy development for the 44 cities in Bohai-Rim area, the cou- pling coordination degrees and decoupling degrees between the two systems were conducted, and base on the indexes observation value from 2002 to 2013, its timing characteristics and spatial characteristics are studied. The results show that:the city which Beijing and Tianjin are relative coordinate in economic development and human resources development, the speed of economic development and the intensity of human resource development in different periods have their own characteristics. Overall, economic growth rate de- creased and human resources development strength increased from 2002 to 2013. The decoupling relation- ship between human resource exploitation and economic development was regular and most of cities, the or-der of the evolution was relative recession decoupling →strong decoupling →weak negative decoupling → strong negative decoupling.
