摘要
通过分析建设期间我国海洋工程建设项目环境保护监管机制存在的问题,提出"七位一体"多重监管模式来解决建设期海洋工程环境保护监管不健全的问题。该模式分别从建设单位、施工单位、环保顾问、环境监理单位、监测单位、公众参与和地方政府海洋环境保护目标责任制七个方面相互协调配合进行海洋工程建设项目环境保护事中监督管理,对完善我国现有的海洋工程建设项目环境保护事前事中事后的全过程监管有着积极的意义。
By analyzing the problems which exist in the environmental protective and regulatory mechanism of marine engineering construction projects of our nation during the construction period,we propose the ＂septunity＂multiple regulatory model to solve those problems. The model supervise and administrate the environmental protection of marine engineering construction projects in mutual coordination from 7 aspects respectively named development organization, construction organization,environmental consultant,environmental supervision organization,surveillance organization public participation and marine environmental protection of local government target responsibility system, which has a positive meaning in completing the whole process supervision of the existing construction projects environmental protection of marine engineering of our nation.
