摘要
基于国内外经济环境的变化以及高等教育发展的内在需求,印度大学拨款委员会制定和实施了"卓越潜力大学"计划和"创新大学"计划,对印度创建世界一流大学的目标、申请条件、评选程序及经费分配等做出了不同的规定。尽管这些计划在一定程度上提高了印度现有大学的教学和研究水平,增强了他们的创新能力,但也面临着一系列问题有待解决。
In response to the change of national and international economy development and the demand of higher education development,University Grants Commission of India has formulated and implemented the schemes of Universities with Potential for Excellence and Innovation Universities to create world-class universities. The schemes have made different requirements in terms of the objectives, application requirements, evaluation procedures and financial assistance. Although some existing universities have improved teaching and research to some extend with the support of these schemes, there are still some problems unsolved.
