摘要
"学科逻辑"与"应用逻辑"的平衡,是应用型大学内部治理结构变革的法理依据,重视地方政府、行业、企业与社区多方参与的"合作治理",是变革方向。相应的一种模型建构为:成立学术委员会与理事会成员"双向进入"的学术治理委员会,形塑应用型学术治理体系;厘清学术治理体系与行政管理体系之间的任务边界和互动方式,组建使命聚焦、市场导向、"类企业化运作"的行政管理团队;激活学术心脏地带,推动基层学术组织的"创业型自治",建立董事会与学院决策机构"合作治院",其他各权力(权利)组群分权制衡、民主监督的基层学术组织治理结构。
The balance of ＂discipline logic＂ and ＂application logic＂ is the legal basis for the changes in internal governance structure of application-oriented universities. ＂Shared governance＂ among industry,enterprise, local government and community need to be stressed and is the direction of changes. One kind of models is, establishing ＂two-way entry＂ academic governance committee including academic committee and council to shape application-oriented academic governance system; clarifying the task boundaries and interactive ways between academic management system and administrative management system, to set up an administrative team characterized by mission focused, market-oriented and ＂quasi enterprization operation＂; activating the core field of academy and promoting ＂entrepreneurial autonomy＂ of grass roots academic organizations. To establish grass roots academic organizations governance structure characterized by ＂cooperative college governance＂including board of directors and decision-making bodies of college, to check and balance of all other powers（rights） groups, democratic supervision.
