摘要
深化高教领域综合改革亟需解决"真改革"问题,其核心之一便是究竟需要"自上而下"抑或"自下而上"的改革。改革的"自上而下"与"自下而上"不仅是一个认识论问题,更是一个方法论问题,两者之间关系较复杂,同时也具相对性。当前深化高教领域综合改革的主题及其确立方式决定了这一改革具有较为明显的"自上而下"的特征。而高度关注并推动"自下而上"的改革,并与"自上而下"的改革相呼应,主动促进两者的相互转化与谐动,从而形成"上""下"协同的综合改革机制,对于深化高教领域综合改革更具有现实意义。要真正形成"上""下"协同的综合改革机制,应推行"留白"改革,使高校拥有改革的自主权,并用好权、善用权和责权相称。试点改革和契约改革是深化"上""下"协同的高教领域综合改革的两种重要方式,也是必需的路径选择。
To deep the comprehensive reform in the field of higher education, we need to solve the "real reform" problem, which core is whether we need the "from above" or "from bellow" reform. The reform of "from above" and "from below" is not only an epistemological problem, but also a methodological problem.Its relationship is both complex and relative. Nowadays, the theme and the establishing way of deepening the comprehensive reform in higher education decide that this kind of reform has obvious "from below" feature. As to the way of deepening the reform, it is more practical significant to pay more attention to and promote the "from below" reform, to echo it with the "from above" reform and to promote their mutual transformation and harmony proactively, so as to format the "above-below" collaborated comprehensive reform mechanism. To achieve it, we should not only leave enough space for university to carry out its reform autonomy, but also use rights appropriately, and make good use of them and make the rights commensurate with responsibilities. Experimental reform and contract reform are two important and required ways to deepen the comprehensive reform which collaborates "above" with "below" in the field of higher education.
