摘要
本文以中国知识产权政策体系为研究对象,运用内容分析法,对知识产权政策体系演变及特征进行了分析,并得出知识产权政策制定主体范围不断扩大,政策体系的目标由激励创造及保护向促进知识产权与产业发展深度融合转变等结论。深层次解析政策文本内容发现,现有政策体系存在政策主体、政策目标、政策措施等不协同,使得知识产权支撑产业经济发展的政策效能消减。以此为基础,本文以协同学为指导,构建知识产权政策协同运行机制,以期推进知识产权政策与产业经济发展的深度融合。
This paper applied content analysis method to analyze evolution characteristics of China＇s intellectual property policy system. Studies have shown that policy-makers gradually increased, and the goal of policy transformed from encouraging creation and protection to promoting integration of the intellectual property and the industry development. Further analysis of policy content finds some issues as follows： the policy makers, objectives and measures lack of coordination. Finally, it constructs the cooperative mechanism of policy, aiming to promote the depth of intellectual property policy and industrial economy.
