摘要
发展低碳科技是应对气候变化的关键所在。中国在巴黎气候大会所做的低碳承诺,是以技术进步与制度创新作为履约能力,这直接关系到中国的国际碳形象的构建。"高碳困锁"是一种在高碳科技体制下形成的复合式超稳定结构,是以中国为代表的发展中国家共同面临的发展难题。中国处在工业化的快速发展阶段,实现低碳减排目标困难重重。发展中国家发展低碳经济,将面临减缓经济增长的风险和发展低碳技术的先行优势。发展中国家应平衡利弊,建立有效的低碳技术国际传播途径。本文对中国的"高碳困锁"进行了理论解读,剖析了国际低碳科技转移格局的博弈态势,提出中国"高碳困锁"的外部破解路径。
Developing low-carbon technology is the key to meet the challenges for climate change. The promise that China had made on Climate Conference in Paris based on technology development and institutional innovation, which concerns the construction of China's international carbon image. "High carbon lock-in" is a compound and exceeds stable structure forming under the high-carbon technology situation, and it is also a common problem which China and other developing countries faced. China is at the rapidly developing stage of the industrialization, thus it is beset with difficulties to realize energy conservation and emissions reduction targets. Development of Low-Carbon economy will face the risk of slowing down economic growth, China and other developing countries should establish an effective international transmission of low-carbon technologies. The paper unscrambled China's "high carbon lock- in", analyzed the game situation of international low-carbon technology transfer pattern, and also proposed the external Unlocking way for China's "high carbon lock-in".
