摘要
随着城市化进程推进和社会流动性增强,城市跨边界社会问题扑面而来,封闭式分割治理模式难以适应城市治理现代化需求,城市治理陷入碎片化悖论之中。整体性治理是在不改变行政部门基本框架的基础上,通过体制创新和工具创新来实现跨边界社会问题联动治理的新模式,为城市治理现代化提供新思路。基于整体性治理理论,分析上海长宁区社会治理大联动模式经验,总结出理论与现实的逻辑契合性,对该模式进行评价并提出相关对策建议,以推动智慧城市治理的"去碎片化"进程。
With the urbanization process and social rapid movement, the cross-border urban issues are springing up.Enclosed segmentation governance model is difficult to adapt to the modern urban governance requirements, and urban governance is in fragmentation paradox. Holistic governance is based on basic framework of the administrative department and is a new model to implement linkage governance of cross-border social issues by institutional innovation and tool innovation. This provides new ideas for urban governance modernization.This paper uses the theory of holistic governance theory to analysis social governance linkage pattern experience in Changning district of Shanghai, thus concludes the logic in particular between theory and practice. This paper evaluates the model and puts forward relevant policy suggestions to promote the wisdom urban governance ＂inverse fragmentation＂ process.
