摘要
在市场化、全球化、网络化、智能化的综合作用下,一场深刻的城市革命正在悄悄到来,其方向是全球化、信息化和人本化的有机统一。中国不少开放型城市都力图借势实现超越,成为全球性城市。在城市发展越来越依靠人的因素的时代,城市治理的创新就成为实现这种超越的关键。为此,本文认为中国城市应该在完善城市公共性治理体系的同时,努力建构共同体化的治理体系,提高城市各单位体的交往与沟通水平,提升城市的公众参与和多维合作,让城市真正成为人们能够表达交流、合作共治、共建与共享的现代生活共同体。
Under the combined effect of marketization, globalization, networking and intelligentization, a profound revolution is quietly coming, leading to an organic unification of globalization, informatization and human- oriented principle. In China, many Chinese cities with open-mind are trying to follow the trend and become global cities. The innovation of city governance is the key to achieving this transcendence in the age of urban development, which increasingly depends on human factors. This article argues that cities in China should try to build a governance system in the community way while perfecting the city＇s public governance system, to increase the interaction and communication levels of the units in cities, to improve the participation of the public and multidimensional cooperation, and to make the city a real modern community in which people can express, communicate, cooperate, govern, construct and share together.
