摘要
主体功能区规划的制定和实施可为政府差异化的绩效考核提供依据。构建差异化绩效考核评价指标体系,有利于引导形成有序的国土空间开发结构,提高空间利用效率。充分考虑主体功能区对绩效考核的内在要求,构建一套新的绩效考核方法,将考核指标分为主体考核指标和辅助考核指标两组,主体功能指标分值映射到50—100区间,计算方法采用加权聚合法;辅助功能指标分值映射到0.9—1.1,采用求积计算法,两组指标得分相乘得到绩效考核得分。针对辽宁省主体功能区划分,构建优化开发区、重点开发区、农产品主产区和重点生态功能区四类绩效考核指标。
Formulation and implementation of major function oriented zoning planning was provided the basis for the governmental differentiated performance appraisal. Building differentiated performance appraisal was conducive to effectively guide to forming orderly land development structure and improved space utilization efficiency. Taking full account of the inherent requirements from major function oriented zoning to performance appraisal,and to build a new performance appraisal method,the evaluation index was divided into two groups,the main assessment index and the secondary assessment index. The main assessment index value was mapped to 50- 100,and used the weighted aggregation method,the secondary assessment index score was mapped to 0. 9- 1. 1,used quadrature method,and then multiplied the two groups to get the final score. Finally based on major function oriented zoning planning of Liaoning Province,built the performance appraisal for optimization development regions,prioritized development regions,main agricultural production regions and key ecological function regions.
