摘要
2022年北京冬奥会加速了我国地区与地区之间、体育与其它产业之间的融合,为扩大我国服务业对外开放提供了新的路径。京津冀地区之间在以冰雪旅游资源、客源市场、产业定位等为代表的冬季体育旅游产业作为合作基础要素,三地潜在优势资源的互补性和已经形成的冰雪健身产业带"共同策划组织"的共识与行动等多方面的优势是实现服务业对外开放的基础。对京津冀当前及未来冬季体育旅游产业协同发展的可行性路径进行了探讨,提出了三步走的发展路径与以政府和利益相关者合作为主线,构建有利于三方集体行动的制度体系;以地方社会文化发展为基础,引导发挥冬季体育旅游特色与优势;建立产业链上下合作分工体系,充分发挥和释放产业集聚效应的政策建议。
The 2022 Beijing Winter Olympics accelerated the integration of China’s regions and regions,sports and other industries,and provided a new path for expanding the opening up of China’s service industry.The basic elements of cooperation in winter sports tourism industry represented by ice and snow tourism resources,tourist market and industrial positioning in the Beijing-Tianjin-Hebei region,the complementarity of potential advantageous resources in the three places,and the'coplanning organization'of the established ice and snow fitness industry.The advantages of many aspects such as consensus and action are the basis for the opening up of the service industry.This paper discusses the feasibility path of the coordinated development of the current and future winter sports tourism industry in Beijing-Tianjin-Hebei,and proposes a three-step development path and cooperation with the government and stakeholders as the main line to build an institutional system conducive to the collective action of the three parties;Based on the local social and cultural development,we will guide the play of the characteristics and advantages of winter sports tourism;establish a system of division and cooperation of the industrial chain,and fully exert and release the development strategy of industrial agglomeration effect.
