摘要
[目的/意义]对基于大数据的情报分析应用于城市的科学决策和综合管理展开研究,探讨在新的形势下情报分析为政府部门带来的新的管理应用契机。[方法/过程]以纽约市政府构建的城市数据分析团队的实践为例,运用文献分析和实证研究的方法,剖析基于数据的政府情报系统的构建,以及在城市综合管理方面的应用。[结果/结论]基于数据的情报分析有助于提高公共管理决策的效率。据此,为我国城市的相关实践提出初步的建议,包括搭建城市公共数据的集聚平台、组建数据情报分析团队、构建数据预警指标以及创建特定的情报分析机制。
[ Purpose/significance ] Intelligence analysis brings new opportunity for the development application of government department. This paper aims to study the intelligence analysis based on big data to improve city＇ s decision- making and integration management. [ Method/process ] Based on the methods of literature analysis and demonstration, this paper takes MODA, a urban data analysis group created by New York city government, as a practical example to dis- cuss how to build up a government intelligence system based on big data and how to use the system in a city＇ s comprehen- sive management. [ Result/conclusion ] Such an intelligence system could improve the efficiency of public management. Based on above, some preliminary suggestions are proposed to Chinese city governments, including developing city~ public data gathering platform, forming data intelligence analysis team, building data early warning indicators and creating a spe- cific mechanism for intelligence analysis.
