摘要
高新技术企业的创新能力随着时间的变化以及企业的投入而呈现出不同的发展状态,对于其不同的发展状态有必要进行相应的激励与惩罚,而激励与惩罚的界限在实际当中不容易界定,因此采用模糊数学的思想,从奖惩特征视角研究高新技术企业创新能力的动态综合评价问题。通过建立高新技术企业创新能力评价指标体系,运用突变级数进行高新技术企业创新能力的静态评价,进而从模糊奖惩视角构建高新技术企业创新能力的动态综合评价模型,并以我国31个省级行政区高新技术企业2008—2013年的有关数据作为样本进行实证研究,得出高新技术企业创新能力带有模糊奖惩的动态综合评价值。
The innovation capacity shows different levels with the change of time and the investment in companies. It is necessary for different state of development to be incentive and punishment. The boundaries of incentives and penalties in practice is not easy to define. Based on the thought of fuzzy mathematics,this paper should research on dynamic comprehensive evaluation of high- tech enterprises from the perspective of reward characteristics. Several series of evaluation are built in this paper. The paper uses catastrophe progression in the static evaluation and from the perspective of fuzzy reward characteristics of high- tech enterprises,and establishes the dynamic comprehensive evaluation model of high- tech enterprises' innovation capability. The high- tech enterprises of Chinese 31 provinces are represented by empirical analysis from2008 to 2013,and the dynamic comprehensive evaluation value of high- tech enterprises' innovation capability is analyzed.
