摘要
风电、光伏等新能源接入电网增加了系统运行中的不确定性,虚拟发电厂通过整合需求侧资源可促进新能源消纳,提高系统运行的安全性和可靠性。分时电价是一种基于价格的需求响应措施,可有效调整用户用电行为。重点研究了不确定条件下尤其是含风力发电的情况下,用户侧分时电价的制定方法。在对风电、用户用电量、用户的需求价格弹性特性进行分析的基础上,通过蒙特卡洛模拟生成了不确定场景,并进行了场景缩减以减轻计算负担。采用聚类分析方法优化了不确定条件下的峰谷平时段划分。以系统净负荷期望值峰谷差最小为目标函数,建立了用户侧的分时电价定价模型,最后通过算例验证了模型的有效性。
Integration of renewable power sources like wind and photovoltaic to power grid increases uncertainties in power system operation.By integrating demand side resources,virtual power plants can both increase accommodation of renewable power and improve system security and reliability.Time of use pricing,a price based DR strategy,can effectively change electricity consumption behavior of users.Time of use pricing method of consumer side is mainly studied under uncertainty especially when there is wind power in system.Based on analysis of wind power uncertainty,user consumption behavior and price elasticity of demand,Mont Carlo simulation is used to generate scenarios,and then scenario reduction is applied to reduce computational burden.Clustering analysis is used to optimize division of peak,valley and flat periods.To minimize expected gap between peak and valley of system net load,time of use pricing model under uncertainty in user side is established,and examples indicate its effectiveness.
