摘要
笔者通过在澳大利亚参加"流域综合管理"学习培训和实地考察,认为尽管中澳两国在人口资源与环境、发展阶段、管理体制、文化背景等方面还有很大区别,但澳方在水资源综合管理方面仍有许多可供黄河流域管理借鉴的地方,如河流生态环境的保护、水权转让、河流健康评估、公众参与、宣传教育、水敏感城市设计、河道管理、国际合作与交流等。本文对此加以介绍。
The author participates in ‘river basin integrated management ' study training and field investigation in Australia. He believes that though China and Australia are greatly different in population resources and environment,development stage,management system,cultural background,etc.,Australia still has many aspects for the Yellow River basin management as reference in the aspect of water resources integrated management,such as river ecological environment protection,water right transfer,river health assessment,public participation,publicity and education,water sensitive urban design,channel management,international cooperation and exchanges,etc. The above aspects are introduced in the paper.
