摘要
针对我国堤防工程管理工作面临的各种问题,在梳理分析试点地区标准化管理经验的基础上,阐述了堤防工程标准化管理内涵,以工程状况、安全管理、运行管护、管理保障、信息化建设5个维度组成五元结构模型,剖析了堤防工程运行管理工作要素,基于层次分析法和德尔菲法,以工程安全为底线、以提升能力为目标初步构建了堤防工程标准化管理评价体系。
In view of various problems faced by China’s levee project management and on the basis of sorting out and analyzing the experi⁃ence of standardization management in pilot areas, this paper expounded the connotation of levee engineering standardization management.The five⁃element structure model was composed of five dimensions: project status, safety management, operation management and protection,management guarantee and information construction, and the key factors of dike management were analyzed. Based on the analytic hierarchyprocess, taking engineering safety as the bottom line and improving capacity as the goal, the standardized management evaluation system oflevee engineering was preliminarily built.
