摘要
通过国内外相关文献研究与数据收集,剖析了1950—2010年美国经济发展与水资源利用的演变态势及1949—2014年中国经济发展与水资源利用的演变态势,通过对比分析,评价中美经济发展与水资源利用的演变态势差异。在此基础上,结合中国经济发展与水资源利用的演变态势,从用水结构效应与用水效率效应两个维度,构建了经济发展与水资源利用的完全分解模型,并基于驱动力—压力—响应分析框架,评价经济发展与水资源利用的"脱钩"态势,系统剖析中国经济发展与水资源利用"脱钩"的内在机理,为加快中国经济发展与水资源利用"脱钩"的步伐提供参考。结果表明,实现中国经济发展与水资源利用的"脱钩",前提在于保障农业用水量与工业用水量先后达到顶峰,实现农业用水量与工业用水量的零增长。
According to literature research and data collection, the paper analyzes the evolution trend of economic development and water resource utilization in America from 1950 to 2010,and the evolution trend of economic development and water resource utilization in China from1949 to 2014. Then,the paper evaluates their differences of the evolution trend of economic development and water resource utilization by means of comparative analysis. Based on it, it constructs the complete decomposition model of economic development and water resource utilization from the perspective of structural effect and efficiency effect. It evaluates the decoupling trend and systematically analyzes the innate decoupling mechanism of economic development and water resource utilization on the basis of driving force-pressure-response framework in order to provide references for accelerating the pace of decoupling.The results show that the key point of realizing the decoupling mode of economic development and water resource utilization is to ensure zero growth of agricultural and industrial water resource utilization under the condition that agricultural and industrial water utilization reaches the peak one after another.
