摘要
基于高分辨率的多源信息的局部区域防洪能力定量分析和评价,是山洪预警和灾损评估的重要内容,涉及高分辨数据处理和空间信息精细化分类等内容,具有重大理论研究意义和实践生产意义。基于全面综合外业调查数据、水文地理数据及高分辨率遥感影像等多源数据,对影响局域山洪评价的关键内容,如小流域信息、比降和糙率等,进行重点设计分析,以估计设计洪水量,并实现对流量、水位、人口、高程等的分析,以定量评价沿河村落的现状防洪能力,最后基于展开空间统计分析,对各村落的山洪灾害危险状况进行分类定级并获得现状防洪能力分布情况。对黄土高原丘壑区华池县92个村落防洪能力进行分类和评价。结果表明:该方法能很好实现沿河村落等局部区域的山洪灾害现状防洪的定量分析与评价,可从理论和实践两方面指导防洪减灾预警和管理。
As a core content of the mountain torrent disaster assessment and the disasters pre-warning,the quantitative analysis of present flood control capacity based on multi-source information has significant values both in theory and practice,which include the high resolution data processing and the sophisticated classification of spatial information.Taking Huachi county in the loess plateau's hilly-gully region as an example,multi-source data,including the field data,hydrologic and geographic data,and remote sensing data,are comprehensively analyzed,particularly emphasizing on critical data of small watershed,slope and roughness.Integrated calculation of the designed flood,flow,water level,population and elevation allows a quantitative analysis on the present flood control capacity of ninety-two villages there.Hazard level of the region were graded by using spatial statistical analysis of GIS.The results show this method works well in quantitative evaluation on the present flood control capacity and precisely to village's level.It is of high practical value for the prewarning and management of the flood control and disaster reduction.
