摘要
装备制造业是辽宁首要的支柱性产业,占全省工业总体经济的三分之一强。新一轮工业革命的到来和辽宁装备制造业的发展现状,催促辽宁装备制造业的转型升级。在介绍新工业革命的概念、特征、产生背景和辽宁装备制造业发展现状的基础上,分析辽宁装备制造业转型升级发展面临的趋势和压力挑战,提出辽宁装备制造业转型升级的目标定位和基本思路,给出辽宁装备制造业转型升级的行动建议:健全完善技术创新体系,强化关键共性技术研发主体;培育高端智能装备制造企业群体,优化产业空间布局;加快产业信息化和绿色化改造,强化装备制造基础;大力发展生产性服务业,推进制造服务与生产制造融合发展;深化政策调整和体制机制改革,加大转型升级的支持力度。
Equipment manufacturing industry is the first pillar industry in Liaoning,accounting for more than one third of the industrial output of the Province. With the coming of the newindustrial revolution and the development status of equipment manufacturing industries in Liaoning,the transformation and upgrading of equipment manufacturing industries in Liaoning are prompted. Based on the concept,characteristics,background of the newindustrial revolution and the development status of the equipment manufacturing industry in Liaoning,the trends and challenges facing the transformation and upgrading of equipment manufacturing industry in Liaoning are analyzed. And the basic thought threads and target orientation of transformation and upgrading of equipment manufacturing industry in Liaoning are proposed. The proposals for action of equipment manufacturing industry in Liaoning are offered,i. e.,perfecting the system of technology innovation,and strengthening the research subject of the key common technologies; cultivating the enterprise groups of high-end intelligent equipment manufacturing,and optimizing the layout space of industry; speeding up the informationization and greening of industries, and reinforcing the basis of equipment manufacturing industry; vigorously developing the productive service industry,and promoting the development of manufacturing services and manufacturing integration; deepening the policy adjustment and institutional reform,and increasing the support for transformation and upgrading.
