摘要
《标准化法》规定,"县级以上政府标准化行政主管部门负责对标准的实施进行监督检查"。然而,长期以来,全国各地区未能形成有效的标准实施监督方式、方法,导致该项法定职责在实践中没有得到充分执行。笔者在长期的标准化工作实践基础上,立足我国标准化工作现状,创造性地提出将政府购买公共服务引入标准实施监督模式中,为政府部门履行职责提供参考。
In accordance with the Standardization Law of the People＇s Republic of China, the standardization administrative departments above the county level shall take the responsibility for supervising enforcement of standards. However, the departments failed to establish the effective method to supervise for a long time, with the result that the statutory duty could not be performed adequately. Based on the actuality of standardization work in our country, the author creatively puts forward to introduce the government purchase of public services to the supervision of the standard model, which can prompt the departments to perform their duty more adequately.
