摘要
打破改革坚冰区是当前中国市场化改革面临的紧要任务。基于市场化水平测度,对中国与俄罗斯的转轨道路进行比较分析,发现转轨的一般规律是激进与渐进的交替,单纯的激进或渐进都无法从根本上完成转轨任务。中国在历经三十多年的渐进式改革后,已经为激进式的改革打下了较好的经济基础,下一步需要在重点领域进行有准备、有铺垫、有善后的激进改革,这样方能完成"到2020年在重点领域和关键环节取得决定性成果"的预定目标。
The urgent task of China＇s market- oriented reform is to attack the fortress. Employing the measurement of marketization,this paper analyzes the economic transition between China and Russia and draws a conclusion that alternation is essential between a radical reform and a gradual one. The transition will not get success through the single radical or gradual reform. A good foundation has been laid on for a radical reform in China after the gradual reform in the past thirty years. The next step for China＇s economic transition is to advance the radical reform in some important fields. Only in this way can we realize the goal that ＂crucial achievement should be gained in key fields and sectors by 2020＂.
