摘要
山西在经济层面、地理环境等方面表现有本省区域特征,因此山西省的农地流转在流转模式、流转速度、流转规模、流转用途和流转意愿等方面必然会呈现本省区域特性。针对山西资源禀赋条件、现有生产力水平以及产业基础与市场环境的区域差异特性,山西农地流转制度不但要考察布局的普适性,同时要考虑到山西区域规划的特殊性,做到统筹兼顾,实现普遍性和特殊性的有机结合,因地制宜地选择适宜的山西区域农地流转模式。
Shanxi farmland transfer shows its own characteristics in the transfer mode,transfer speed,transfer scale,farmland use and transfer intention due to the economy level and geographical environment.In view of regional characteristics of the natural resources,the existing production level,industrial foundation and the market environment.The system of farmland transfer in Shanxi involves not only wide adaptability,but also the regional characteristics in order to achieve the combination of universality of the layout and particularity of regional planning.Choosing suitable farmland transfer mode has the vital significance to the smooth farmland transfer.
