摘要
以2013年河南省南阳市5个区(县)的丹江口水库外迁移民生活情况为研究对象,对其在移民安置工作实施过程中的生活水平进行分析。首先,建立DEA模型,对选取的移民生活水平评价指标进行参数计算;其次,采用标杆管理方法对DEA模型的计算结果进一步进行分析,克服DEA评价结果中效率值相同的问题;最后,根据DEA模型中参数计算结果,对各样本区(县)的移民生活水平情况评价指标进行分析,为加强移民安置工作的实施效果提出建议。
The living condition of resettlement from 5 districts / counties of Nanyang City, Henan Province, who have been resettled outside the village and farmland from Danjiangkou Reservoir since 2013, is taken as research subject to analyze their living standard in the implementation of resettlement. Firstly, the DEA model is established to calculate the parameters of evaluation index, secondly the further analysis are made to overcome the possible problem of same DEA efficiency values appearing in evaluation results by adopting Benchmarking Management, and finally, the typical index of resettlement living standard in sample areas are analyzed based on the result of DEA model parameter calculation. Some suggestions to strengthen the effects of resettlement implementation are also presented.
