从独立到融入:英国志愿医院的发展历程评述

摘要 英国志愿医院在建立之初,体现了作为慈善机构的非政府性和独立性,政府在医疗领域完全缺位的时代,志愿医院替代性地填补了人民对医疗服务的需求;当政府医疗体系开始构建之时,志愿医院与国家医疗体系济贫医院形成资源互补,有利于完善医疗系统并为国家建立全民医疗体系奠定基础;英国福利社会建成之时英国的国民健康体系也随之成熟和完善,志愿医院的形式虽并入这一体系,而其志愿精神却以慈善基金的形式保留下来,作为全面医疗服务体系的有益补充。
