摘要
“入世”与西部大开发带来的农业经济发展新环境,需要我们全面分析河南农业发展过程中存在的农产品结构性过剩、竞争力弱、农民增收减缓、农业产业化水平低等问题与矛盾,洞察新环境对我省农业发展带来的冲击点及力度,把握有利于我省农业发展的机会,采取有效措施,依靠市场需求和资源条件调整优化农业产业结构,创新农地产权制度和财产组织形态,培育发展农业市场主体,实现农业产业化经营,依靠科技进步实现我省农业可持续发展。
Entering WTO and exploring the west have brought about a new circumstance of developing the agricultural econo-my.In this case,it is of great necessity to analyze the problems and contradictions existing in the development of Henan a-griculture fully,such as the structural surpus of the agricultural product,weakness of the competitive power,slowing down of the farmers increasing their income ,lowness of the industrialized level of agriculture,and so on.Have a keen insight into the lashing point of Henan agriculture development under the new situation,to grasp the opportunities in favour of Henan agri-culture development ,to adopt effective measures to adjust and excel industrial structure of agriculture according to the market demand and resource conditions,to bring forth new ideas concerning the property right system of the farmer land and the formation of the property organization,to breed and develop the market subject of agriculture,to realize the industrialized management of agriculture and the sustained development of Henan agriculture on the basis of advanced technology and sci-ence.
