摘要
近年来,河南充分利用我国入世后的良好机遇,经济发展取得了巨大的进步。但是,作为一个人口大省和农业大省,加之工业基础薄弱,河南省经济发展也面临着巨大挑战,因此,本文首先对世贸规则下河南省经济发展的机遇和挑战进行了分析,特别是对农业、化工工业和第三产业面临的威胁进行了论述。在此基础上,本文认为河南省不仅应依靠政府的有力支持和保护,同时还应该积极应对倾销/反倾销等贸易保护措施、培育河南省产业集群、建立以郑州为中心的中原城市群,以尽快实现符合世贸规则的结构转型和经济发展。
In recent years, Henan takes full advantage of the good opportunity to make great progress in economic development field. But, as a big population and agriculture province, together with industrial instability, Henan faces with great challenges. Therefore, this paper analyzes the opportunity and challenge of Henan＇s economic development under the rules of WTO, especially dissertates the threat that agriculture, chemical industry and tertiary industry facing with. Based on these analyses, this paper thinks that Henan should not only rely on the governmental support and protection, but also actively reply to the trade protection measures, foster the industry cluster, and establish the city agglomeration in central China centered Zhengzhou, in order to realize the structural transfer and economic development that accord with the rules of WTO.
