摘要
征收邮政普遍服务基金,可通过公开招标的程序,对承担邮政普遍服务企业的补贴由"暗补"变成"明补",是一种公开、透明和独立的补贴机制,在发达国家已有比较成熟的运作机制供我们借鉴。我国应在综合考虑邮政普遍服务基金的可持续性、正当性、公平性和有效性基础上,对邮政业进行规制治理改革,设立独立的规制机构,明确其职责,提高规制效率;将邮政普遍服务基金纳入法制轨道,实现规制政策的统一、完整,保证决策的公正、透明;严格进行邮政业的企业经营改革,创建公平的竞争环境;明确邮政专营范围,提高行业效率;实现邮政网络全覆盖,提升邮政网络使用效率。
The collection of Postal Universal Service Fund can be completed through public tender;subsidy to postal universal service enterprises can be changed from being implicit to being explicit;it is an open,transparent and independent subsidy mechanism with abundant experiences and lessons that can be learned from. With comprehensive consideration on the sustainability,justification,fairness and effectiveness of Postal Universal Service Fund,first,China should carry out reform in the post industry in terms of regulation and governance system,establish the independent regulatory organization,clarify its responsibilities,and improve the efficiency of regulation;second,China should lead this fund into the legal governance channel,implement the unified and comprehensive regulation and policy,and guarantee the fairness and transparency of the decision;third,China should strictly make reform in this industry and create a fairly competitive environment;fourth,China should clarify the business scale of this industry and improve the industrial efficiency;and fifth,China should realize full coverage of post network and improve the efficiency of this network.
