摘要
澳大利亚的生态质量在国际上处于领先地位,这主要得益于其相对完备的生态问责制度。澳大利亚生态问责制度体系较为完善,问责形式主要由议会问责、法制问责、社会问责、内部职能部门问责、审计问责、监察专员问责、绩效评估问责等具体内容构成,在实践中表现出法制化程度高、重视公众参与、执法严格等具体特点。澳大利亚生态问责制建设的成功经验对于我国生态问责制的建设与完善具有重要参考价值。
Australia＇s ecological quality is in the leading position of the world, which is mainly due to its relatively complete ecological accountability. The system of ecological accountability in Australia is more complete, which includes a variety of forms of accountability. There are parliamentary accountability, legal accountability, social accountability, internal functional departments accountability, audit accountability, monitoring accountability and performance assessment accountability, and the like. In practice, Australian ecological accountability shows the following characteristics ： the degree of legalization is relatively high, pay more attention to public participation, strict law enforcement. The successful experience which involved in the process of the construction of the Australia ecological accountability has important reference value for the construction and improvement of the ecological accountability in China.
