摘要
现代农业是保障中国粮食安全的关键手段和重要支撑。目前,中国粮食保障总量与结构平衡的难度较大,现代农业发展面临经营规模小、基础设施弱、生产成本高、科技支撑力不足、资源环境恶化、农业劳动者素质与农业组织化程度较低等制约因素,影响其粮食安全保障能力的发挥。应进一步完善农村土地制度、强化农业基础设施、加强农业科技体制创新、满足农业经营主体的金融需求、加快培育新型经营主体以及完善现代农业社会化体系。
Modem agriculture is a key means and an important support of guaranteeing food security in China.At present, how to guarantee the total amount of Chinese food and structure balance has great difficulty. The development of modem agriculture faces some restricting factors, such as small operation scale, weak infrastructure, high production cost, lacking of support ability of science and technology, resources and environment deterioration, lower degree of agricultural laborer quality and agriculture organization, which affect the play of capacity of food security guarantee. Thus, the rural land system should be improved, the agricultural infrastructure construction and the system innovation of agricultural science and technology should be strengthened, the financial needs of agricultural management main body should be met, the development of new business entities should be accelerated and the social system in modern agrieuhure should be improved.
