摘要
民办高校是构成我国高等教育系统的重要部分,而民办高校办学经费不足是阻碍其发展的重要因素,由于民办高校的产权不明晰这一根本原因,以及国家公共教育经费不足,忽视了教育公平和公共管理的力量,导致了政府对民办高校资助较少。通过明确民办高校各产权主体权能,明确民办高校终止办学后剩余财产的分配方法,界定民办高校资产监管的主体责任,明晰民办高校的产权,提高政府对民办高校的资助比例,促进我国民办高等教育得到可持续发展。
Private colleges are important parts of China＇s higher education system, while inadequate school-running funds of private colleges are important factors that hinder their development.Due to the unclear ownership of private colleges, the lack of national public funding for education, as well as the ignorance of the power of educational equity and public administration, there is less government funding for private colleges. Therefore, we should make clear the ownership of private colleges by making clear the powers of different subjects of property rights, the methods of distribution of residual property when the school-running of private colleges ends, and defining the main responsibility of asset management of private colleges, so as to improve the proportion of government funding for private colleges and promote the sustainable development of private colleges in China.
