摘要
以"入世"为契机,中国正式启动行政审批制度的深化改革。从中央层面而言,这场改革系通过领导模式革新与部门主导式自上而下的放权,逐渐达成政府职能转型的基本目标。地方政府则在制度上缺乏自主创新空间的情况下,以整体政府建设与区域经济发展为导向,积极回应中央的改革要求。目前,行政审批制度改革的诸多问题并未解决,在中央新一轮依法治国的改革动议下,可以采用一系列措施进一步推动改革进程,巩固与保障改革效果,以此来解困政府主导型改革模式所面临的问题。
Taking WTO entry as an opportunity,China officially launched the deepening reform of the administrative examination and approval system.On the level of the central government,it renovates the leadership pattern and delegates powers from the departments of the central government,which realizes the transformation of the government function.For the lack of the room of self-innovation,the local governments fulfill the reform tasks to actively respond to the central reform requirements by providing public services with the overall government construction and developing regional economy.There still remain many problems in the reform of administrative examination and approval system to be resolved at present.Under the central government＇s new round of governing the country according to law reform,a series of measures can be adopted to further promote the reform process,consolidate and protect the effect of the reform,in order to overcome the various problems faced by the government-oriented reform mode.
