摘要
本文按照污染物的外溢性属性将其进一步细分为非外溢性污染物、双向外溢性污染物和单向外溢性污染物。通过对污染物属性的界定、个体对收入和人均污染排放需求分析以及政府污染治理决策的研究发现,由于区域经济发展失衡,单向外溢性污染物是当前污染治理的难点,且地方政府在污染治理过程中的"努力程度"存在着门槛效应。本文利用面板数据门槛回归模型对1997-2013年我国29个省际面板数据进行分析,发现门槛真实存在,且财政分权对非外溢性污染物(固体废弃物)和双向外溢性污染物(SO2)排放的系数显著为负,而对单向外溢性污染物(废水)排放的系数显著为正,从而验证了理论分析的结果。鉴于此,针对我国目前污染治理的重点和难点,从构建和完善区域间横向生态补偿机制、促进区域经济协调发展、理顺政府间财政分配关系、强化地方政府污染治理责任等方面提出了政策建议。
According to the properties of pollutants, this paper defines non-spillover effect pollution, mutually-spillover effect pollution and unidirectional-spillover effect pollution. Based on the research of the properties of pollutants, the individual demand on income and emissions, and the government pollution treatment decisions, we find that due to the imbalances of regional economic development, it＇s hard to control the unidirectional-spillover effect pollution. And there is a threshold effect on the local government＇s pollution treatment. After analyzing the panel data of Chinese 29 provinces in 1997--2013, we find that the threshold effect on the local government＇s pollution treatment exists, the impact of fiscal decentralization on the non-spillover effect emissions（so2） is negative, and the impact pollution（solid waste） and mutually-spillover effect pollution of fiscal decentralization on the unidirectional-spillover effect pollution is positive, which support the view of theoretical analysis. According to the emphases and difficulties of pollution control in China, this paper puts forward the proposals on building and improving the regional ecological compensation mechanism, promoting the harmonic development of regional economy, straightening out the relationships of intergovernmental financial distribution, strengthening the responsibility of local pollution treatment and so on.
